It sure hasn't made a difference at VW, with their 9/11/13/14/15/16/17 mm hardware on their cars. It seems like JASO standard hardware would be both cheaper and easier to use than bespoke weird sizes. Since the bikes have to add weight to make minimum anyhow, I don't see any advantage in using whackadoodle hardware. The situation at Ducati sounds a lot like where Yamaha's racing program was at pre Kenny Roberts, or at Honda towards the end of Mick Doohan's run...
